Here in Manitoba, all-terrain vehicles (ATVs) are part of everyday life. On the farm, they make quick work of hauling tools, checking fence lines, or getting across rough ground. Off the farm, they open the door to adventure on trails like the Lauder Sandhills, the Interlake Pioneer Trail, and the routes that cut through Belair Provincial Forest. But with all of that freedom comes plenty of risks. Rollovers, collisions, theft, or even damage while in storage can all set you back. That's where ATV insurance comes in. The right insurance policy can help you absorb those costs so they don’t all land on you.
BrokerLink compares rates from a wide range of providers, ensuring you get the best deals available.
Owning an ATV or side-by-side in Manitoba isn’t the same as owning a car or even a motorcycle. These vehicles are often used on farms, trails, or rural roads, and ATV insurance is designed to reflect that.
ATV insurance is a policy that's built specifically for off-road vehicles (ORV) that fall under the ATV category, like quads, side-by-sides, and ATCs (three-wheeled off-road vehicles). Your policy must start with Basic Autopac through Manitoba Public Insurance (MPI). But while that gives you the legal minimum coverage, it doesn’t work the same way as auto insurance for cars or trucks. For instance:
That’s why most owners choose to add optional coverage through a Manitoba broker like BrokerLink. With optional coverages like collision, comprehensive, liability extensions, and accident benefits, we can tailor your policy to fit how and where you ride.
According to Manitoba's Off-Road Vehicles Act, you cannot legally ride an off-road vehicle unless it is registered for the current riding period and the registration fee has been paid. And in order to register your ORV, you must show proof of insurance. If you're caught riding on a public road without mandatory basic coverage, you could face significant penalties. Your registration gives you $500,000 in third-party liability protection, which covers you if you injure someone else or cause damage to their property.
Basic Autopac for ORVs (Off-Road Vehicles) looks far different from what you get with passenger vehicles or even motorcycles. Unlike a Basic Autopac car insurance policy, coverage for ATVs doesn't automatically cover damage to your own machine, and injury benefits only kick in if your ATV collides with a moving registered automobile. The good news is that MPI offers off-road vehicle extension insurance that can help you fill these gaps. Here's an overview of what Basic Autopac coverage includes for ATVs, and the additional coverage options that you can add through your Autopac agent or broker.
Third-party liability insurance
Underinsured or uninsured motorist coverage
Personal injury coverage
Accident benefits coverage
Collision coverage
Comprehensive insurance
Replacement cost endorsement
Third-party liability plus
When you register your ATV with MPI, you automatically receive $500,000 in third-party liability coverage. This protection applies if you injure someone else or damage their property while operating your ATV. It helps cover their medical bills and repair costs, as well as your legal fees and settlements.
Basic ORV registration also includes underinsured motorist coverage, which can step in if the other driver doesn't have enough coverage or has no insurance at all. You automatically receive the same amount as your third-party limit. Basic starts with $500,000.
Basic ORV registration does include personal injury benefits for you as the rider, but only if your ATV collides with a registered road vehicle while it's moving. If you're involved in an accident involving a moving registered automobile, your Personal Injury Protection Plan (PIPP) can help cover your medical care, rehabilitation, and income replacement if you're not able to work.
Many ATV injuries happen off the trail without another vehicle in sight. That’s where accident benefits come in. This coverage can help you pay for your hospital bills, physiotherapy, or even cover part of your income if you’re too injured to work. Many riders add this option because off-road crashes can be serious, and Basic Autopac alone won’t cover those costs. Typically, accident benefits includes rescue expense coverage.
Collision coverage applies if your ATV is damaged in a crash with another ORV, automobile, or a stationary object, like a tree, guardrail, fence, or pole. For example, if you lose control of your ATV while riding through Sandilands Provincial Forest or at Rock Road ATV Park and damage your ATV, without this coverage in place, you'd be responsible for paying out of pocket. Collision coverage covers the cost of repairs or replacement, minus the deductible you select.
Depending on where in Manitoba you're located, you likely won't be using your ATV daily, unless you operate an ATV or farming business. That means your ATV will likely be parked somewhere on your property, which can make it vulnerable to non-collision damage and other risks, like theft, vandalism, fire, or severe weather. This coverage is ideal for riders who store their ATVs at seasonal cabins or outdoors, where the risks of damage are greater. It can help cover the repair or replacement of your ATV, minus your deductible.
If you have purchased a new ATV, you may be able to add a replacement cost endorsement to protect your investment. Typically, this endorsement ensures that if your machine is written off within the first two years, your insurance provider will pay out the actual cost of a brand-new replacement rather than the depreciated value. A vehicle inspection may or may not be required. This allows you to ensure that your investment is protected.
While others can't sue you in Manitoba for liability involving your automobile, they absolutely can when it involves an ORV like your ATV. This means the standard $500,000 in liability coverage may not be enough in the event that you cause a major accident or damage. If you're looking for more protection, your autopac agent or broker can help you increase your liability limit to $1 million, $2 million, or even $5 million. This will also increase your underinsured motorist coverage.

Between trail passes, fuel, and gear, the costs of owning an ATV add up quickly. The good news is there are ways to keep insurance from piling on, too. Here are some practical ways you can keep more money in your pocket the next time you're up for a renewal:
Every ticket or at-fault collision affects your Driver Safety Rating with MPI. By keeping a clean record, you can often access better discounts and lower premiums.
Remaining claims-free really is the best way to save on your insurance coverage. The more claims you have on your file, the more likely your insurers will think you'll file again in the future and adjust your rates. Plus, you may qualify for a claims-free discount.
Keeping your ATV locked, sheltered, private, or stored in a garage or secured storage unit during the off-season or even just overnight can help reduce the chance of theft or damage, and may also qualify you for a discount.
A local broker can help you find even more discounts you might not know about. For instance, some ATV insurance providers may offer a 15% discount for riders over the age of 50. Some may also offer a discount if you have an "Off-Road Club Membership".
Not all ATVs are rated the same. For instance, high-performance models with more expensive parts generally cost more to insure because they'd cost more to repair or replace. If you're trying to find ways to save, you may want to consider buying a lower-cost model.
Higher car insurance deductibles generally mean lower premiums. For collision and comprehensive coverage, you can choose between $200 and $500 deductibles from MPI, but other private insurers may offer higher options. If you can afford to handle a larger out-of-pocket cost after an accident, a higher deductible may come with lower premiums.
Think about how you actually use your ATV. If you only take it out for trail rides for a few weekends a year, you may not need the same level of coverage as someone who rides one daily. A broker can help match your coverage to your usage so you’re not paying for more than you need.
Paying once a year instead of monthly can help you avoid any monthly administrative fees.
Insurance companies consider a variety of factors when it comes to determining your annual insurance premium. They'll look at things like the make, model, and year of your ATV, your personal driving record, your claims history, and how much coverage you want. These details, among others, will help insurers determine your risk level. Here's a closer look at how they can affect your insurance rate:
If you ride a high-output sport quad or a side-by-side with expensive plastics and suspension parts, you'll likely pay higher premiums than someone who rides a lower-cost model. This is because the more expensive your ATV is, the more it will cost to repair or replace, and insurers want to make sure you have enough coverage to cover that cost.
Also, MPI rates ORVs within its extension program and prices them for the period they're typically used, which affects premiums for different ORV classes. For ATVs, the riding season is all year round, which means premiums are adjusted accordingly.
Your Driver Safety Rating (DSR) follows you, whether you are in city traffic or crossing a road to reach a trail. Fewer tickets and no at-fault crashes usually mean a higher rating on the DSR scale, equaling a better discount and lower premiums.
On the other hand, previous traffic convictions or at-fault claims will generally lower your DSR rating, which lowers your DSR discount and pushes your rates up. And if you have any impaired driving convictions, you may even be denied coverage altogether.
Basic ORV registration gives you $500,000 in third-party liability if you injure someone or damage their property, but it doesn't automatically cover your own injuries, theft, fire, or weather damage. So, if you choose to add additional coverage options, like accident benefits or collision, you'll likely see your rates increase. However, this also means you're significantly more protected when facing an unexpected event.
If you have a history of frequent or costly claims, it may increase what you'll pay at renewal time. Insurance companies often see customers with multiple past claims on their insurance history as more likely to file again, so they tend to increase premiums as a precaution. In fact, if you file more than three claims in five years, you may be denied renewal.
Off-road vehicles like ATVs are popular summer activities here in Manitoba. But MPI reports that an increasing number of young riders are being seriously hurt every year. Here are some numbers from Manitoba that families and caregivers should be aware of:
Many of the most serious crashes involve boys aged 14 to 16 who are out riding on weekends during the summer months. And sadly, common injuries from these crashes include head trauma, broken bones, and sometimes lifelong disabilities.
According to both the Children's Hospital and MPI, two of the main contributing factors include:

Have questions? Our FAQ section has the answers you're looking for. Find helpful information to guide you through your options.
Yes. You cannot legally ride most off-road vehicles unless they're registered for the current riding period, and you need proof of insurance to register them.
Yes. Manitoba law requires your ORV to be registered (and insured) with MPI to operate it, even on private property. The only exemptions are non-residents registered elsewhere, dealer plates, DND vehicles, vehicles registered as motor vehicles, or competition ORVs used exclusively on a closed circuit.
No. You cannot ride an ATV on public roads in Manitoba, but you can cross them. To cross, you need to have a valid driver’s licence, the crossing must be within five metres of an intersection, and only one ORV can cross at a time.
No. Unlike cars, ATVs are not eligible for lay-up coverage. While MPI sets ORV premiums based on the riding season, your ATV coverage applies year-round because ATVs can be used throughout the year.
Registration includes $500,000 liability and limited injury benefits. It does not cover theft, vandalism, fire, or weather damage, or most rider injuries without optional extensions.
Unlike with automobiles, Basic Autopac doesn’t cover theft for ATVs. To get reimbursed if your ATV is stolen, you must have optional comprehensive or all-risk coverage.
Generally, no. Trailers that are eligible for registration under Manitoba's Drivers and Vehicles Act are covered under Autopac. For additional coverage for things like theft or physical damage, you can purchase optional insurance through an Autopac agent or broker.
No. Snowmobiles and ATVs are both types of ORVs, and both must be registered with MPI, but they're insured separately. They can have very similar coverages, though.
